Project Overview
The NE 13th Avenue Drainage Improvement Project is a long-planned public investment to reduce localized flooding, enhance neighborhood safety, expand pedestrian access and ADA accessibility, and strengthen connections to downtown Oakland Park. Built on years of planning, grant funding, and resilience and mobility recommendations, the project advances key goals of the City’s Comprehensive Plan, Stormwater Master Plan, Downtown Mobility Plan, and resilience strategy by improving both stormwater performance and multimodal connectivity.

No private property will be used, altered, or encroached upon. All work takes place entirely within the existing City-owned right-of-way (ROW).
Project Location
The project area includes:
West to East: NE 12th Avenue to NE 16th Avenue
South to North: Oakland Park Boulevard to NE 40th Place
Side Streets: All adjacent side streets within these limits
• Except NE 38th Street, which already has sidewalks
• Except NE 34th Court, included in a separate CSLIP grant

Project Scope
Drainage and Stormwater Improvements
• New and regraded swales to increase stormwater storage
• Improved grading to direct runoff away from roadways
• Reduced street ponding and enhanced resilience during heavy rainfall
Sidewalk Construction
• Safe pedestrian routes along narrow streets
• ADA-accessible paths for mobility devices, wheelchairs, strollers, and seniors
• Links between neighborhoods, downtown, transit routes, parks, and schools
• Completion of a long-standing gap in the City’s sidewalk network
These improvements are designed together as one unified system.
Funding and Grants
The NE 13th Avenue Improvement Project is primarily funded through competitive grant programs, along with City matching funds. These grants were awarded based on the project’s demonstrated benefits to mobility, safety, and stormwater resilience.
Resilient Florida Grant Program
Award Amount: $1,893,476
Agency: Florida Department of Environmental Protection (FDEP)
This grant supports stormwater and climate resilience initiatives throughout the state. Funding for this project was awarded due to its ability to improve neighborhood drainage, reduce localized flooding, and strengthen long-term resilience through enhanced swales and right-of-way grading.
Complete Streets Grant Program
Award Amount: $1,325,697
Agency: Florida Department of Transportation (FDOT) and Broward Metropolitan Planning Organization (MPO)
This grant focuses on enhancing multimodal transportation and pedestrian safety. The project received funding because it fills a critical sidewalk gap, creates ADA-accessible pedestrian routes, and improves connections to downtown, transit, and community destinations.
Why This Project Qualified for Funding
The project received multimodal and resilience grant support because it aligns with the priorities established in:
• The City’s Transportation Mobility Plan
• The Stormwater Master Plan Update
• Flood Vulnerability and Repetitive Loss Assessments
• The CRA Strategic Action Plans
• The Downtown Mobility Plan
These studies identify NE 13th Avenue as a critical area for stormwater upgrades and improvements to mobility. The grant awards reflect the project's regional importance and the City’s continued commitment to building a safer, more resilient, and more connected community.
Why are Sidewalks Needed?
The neighborhood within this project's limits has very narrow streets with no dedicated pedestrian space. Residents currently walk in the roadway or through uneven swales, which creates significant safety concerns, especially for children, seniors, and individuals with mobility limitations. Sidewalks provide:
• A protected and predictable place to walk
• Safer access to parks, businesses, and downtown
• Better routes to transit and community facilities
• A continuous communitywide sidewalk network
• Improved accessibility for all ages and abilities
This area is one of the most significant missing links in Oakland Park’s pedestrian system. Completing this segment helps ensure safe, inclusive mobility throughout the City.
The NE 13th Avenue project is a significant investment in stormwater resilience, neighborhood safety, and accessibility. The drainage and sidewalk components were designed in conjunction to enhance the performance of the stormwater system through upgraded swales and improved grading, and to improve pedestrian mobility along narrow streets. All work is taking place within the public right-of-way and follows the project limits established through prior planning efforts and approved grants.
Once complete, the project will provide improved drainage, safer pedestrian routes, and stronger connections to downtown and surrounding community destinations, contributing to a more walkable, resilient, and connected neighborhood for all residents.
