PUBLIC WORKS – WASTEWATER DIVISION

POSITION:

Employees in this classification perform technical and highly skilled work in the capacity of a working crew leader in an assigned City Division. Division assignments for this classification include: Water, Wastewater, and Fleet. These duties include the direct daily supervision of personnel and coordination of their operation, maintenance, repair and service activities. The purpose of the work is to ensure the timely accomplishment of technical work orders and tasks for continuing efficient City fleet and utility operations. Essential job duties, as outlined below, are performed according to the specific functions of division of assignment.

ESSENTIAL JOB DUTIES

The list of duties and functions, as outlined herein, is intended to be representative of the type of tasks performed within this classification. They are not listed in any order of importance. The omission of an essential function does not preclude management from assigning duties not listed herein if such functions are a logical assignment to the position.

Assigns, instructs, and coordinates activities of division crews engaged in operations, maintenance, and repair activities.
Oversees the effective utilization of labor, equipment, parts, materials, and supplies assigned to specific projects.
Receives inquiries and complaints from the public and coordinates timely resolution; responds to emergencies involving the work and responsibilities of the Division.
Assures employee adherence to established safety standards and promotes awareness of the exposures and potential hazards of the work.
Coordinates and supervises the operation of all equipment, power tools, and vehicles.
Trains subordinates in safe and proper operational practices, procedures, and techniques.
Maintains records of labor, equipment, materials, parts and service components used and other essential data records specific to the Division; assists the Foreman in preparation of monthly reports as directed.
Performs skilled and technical work and operates assigned equipment, tools or vehicles as needed.
Monitors work in progress and assists as needed; provides guidance and instruction in the more complex aspects of the work.
Tests and inspects completed projects/tasks for adherence to work orders, job specifications, and applicable regulatory standards.
Requires regular attendance to scheduled work shifts.

Substantial knowledge and skill in principles and methods of operating assigned equipment.
Ability to give clear and specific verbal or written instructions as well as to understand and follow verbal or written instructions.
Ability to supervise groups of employees under field conditions.
Communicates with co-workers, management, citizens, and others in a courteous and professional manner.
Conforms with and abides by all departmental and City regulations, policies, work procedures, and instructions.
Knowledge of OSHA safety standards and regulatory issues affecting the functions of the assigned division.

MINIMUM ACCEPTABLE EDUCATION, TRAINING & EXPERIENCE

High school diploma or GED equivalent; supplemented by three (3) years progressively knowledgeable experience in the field applicable to the assigned division (e.g., Fleet Maintenance & Repair, Utilities Water/Wastewater Distribution/Collection), with experience in a lead worker capacity and demonstrated technical skills in the more complex aspects of the work. Must hold a State of Florida Class B Driver’s License and Level 3 Distribution System Operator License. Additional certification(s) may be required where applicable to the assigned division, (e.g., American Service Excellence Certifications, Water/Wastewater Field Technician, CDL B with tanker endorsement). Position may be required to be on call, including nights, holidays and weekends.

HUMAN RESOURCES MANAGER

POSITION

Position assists in all aspects of administration, direction, and management of the City’s Human Resources and Risk Management functions. The Human Resources Manager performs tasks necessary to keep the operations of the Department running smoothly and ensuring compliance with government and safety regulations. The Human Resources Manager is a professional who organizes the necessary team members and specializes in facilitating, reporting and analyzing project and departmental operations under the supervision of the Assistant Director and the Director. This position entails great responsibility and proper time management because the job requests constant monitoring many departmental day to day operations.

ESSENTIAL JOB DUTIES

Assists in the administration and interprets personnel rules, policies and procedures.

Assists with the supervision of employee recruiting, development of job descriptions, designing and implementing interview and recruiting strategies and other pre-employment and employment activities.
Assist supervisors/managers in interpreting and applying civil service rules, collective bargaining agreements and HR principles. Designs and facilitates training programs.
Manages and administers Health benefits, FMLA, Cobra, and ensures compliance with City, State and Federal regulations such as FMLA and COBRA. Coordinates worker’s compensation claims with third party administrator.
Assists the Assistant Director in directing Risk Management functions of the City to prevent, minimize, or avoid losses relating to employee injury, public liability and property damage. Interacts with attorneys and claims administrators.
Assists the Assistant Director in developing and administering safety awareness programs and promoting safe work practices
Conducts internal investigations and assists with the administration of employee relations issues arising therefrom.
Assists with the design and maintenance of the City’s approved classification system; prepares recommendations for upgrades and reclassifications as required.
Conducts research relative to current circumstances and policies in collective bargaining negotiations and labor related activities, participates in negotiation sessions as needed.
Assists the Assistant Director and Director in the preparation and administration of the annual departmental budget for Human Resources.

Supervises administrative staff within the department with an emphasis on daily operations, Human Resource, payroll, internal record keeping and benefits administration.

KNOWLEDGE, SKILLS & ABILITIES

In-depth knowledge of the principles, practices and industry standards as related to human resources management, legal requirements such as state and federal labor laws (FMLA, FLSA, HIPPA, etc.).
Ability to evaluate, analyze and provide recommendations regarding short and long-term goals, objectives. Substantial knowledge of modern office practices, with emphasis on computer literacy, HRMS systems, spreadsheet applications, and records and file management.
Exceptional knowledge of business English, spelling, grammar, format, diction and style applied to written business communications.
Exceptional oral communication skills for effectively communicating information regarding City human resource management policies, procedures, rules, and regulatory information. Ability to display self-initiative and identify and initiate a variety of projects in a changing HR department.
Demonstrates history of building strong relationships, solving problems with a sense of urgency, working well with all levels of employees, and providing hands-on assistance.
Ability to maintain professional discretion in processing matters of a sensitive or confidential nature from both a legal and professionally ethical perspective.

MINIMUM ACCEPTABLE EDUCATION, TRAINING & EXPERIENCE

Master’s degree from an accredited college or university in Human Resources, Public Administration or related field and 3 progressively responsible years’ experience, the majority of which shall be in a managerial capacity or a Bachelor’s degree and 5 years progressive experience of responsive exposure to at least five of the following functional areas: recruiting, compensation, benefits, training, employee relations, labor relations, and administration, risk management, performance management and Organization Development. Experience in human resources that provides broad exposure to all major functions. Ability to handle multiple projects and tasks in an environment with concurrent priorities. Attention to detail is a must.

POSITION:

This employee provides general duty firefighting work in combating, extinguishing and preventing fires and operating firefighting apparatus. An employee in this class is responsible for the protection of life and property through firefighting activities; rescue operations; fire prevention inspections and administration of emergency medical care in emergency situations. An employee in this class may be required to perform duties under hazardous conditions, which involve extreme exertion, smoke and cramped surroundings. Work may involve assignment as a driver of firefighting vehicles or rescue vehicles, and the operation of a firefighting and medical equipment. Work also involves inspection and maintenance of apparatus, equipment and facilities quarters and participation in supervised training and drills. Provides emergency medical care to the sick and injured utilizing the skills, training and knowledge required of a certified Paramedic. Work is performed under the supervision of the Company Officer and the Battalion Chief and under the medical direction of the City's Medical Director. ESSENTIAL FUNCTIONS:

Responds to a wide variety of emergency alarms with assigned company. Lays and connects hoses, holds nozzle and directs fire streams; raises ladders; operates fire extinguishers, bars, hooks, lines and other firefighting equipment.
Enters premises for firefighting, rescue and salvage operations. Drives fire apparatus and rescue vehicles, operates pumps, aerial ladders and auxiliary fire rescue equipment. Performs salvage operations by deploying salvage covers, removing water and clearing debris. Performs fire prevention inspections. Participates in fire rescue training drills, attends classes in firefighting, emergency medical care and related subjects. Attends public gatherings as assigned to ensure observance of fire safety regulations and requirements. Performs general maintenance and minor repairs to fire department property, apparatus and quarters. Provides emergency medical care to the sick and injured utilizing the skills, training and knowledge required of a certified Paramedic. Generates and/or completes various records, reports, and checklists including medical records.

MINIMUM QUALIFICATIONS:

Graduation from a standard high school or its equivalent.
Holds a valid State of Florida Firefighter Certificate (must be certified at the time of application submission).
Possess a valid State of Florida Paramedic Certification.
Valid State of Florida Class "E" Driver’s License at the time of application
Possess all valid certifications necessary to perform as a Paramedic within the City of Oakland Park which includes certification or successful completion of:

• Cardiopulmonary Resuscitation (CPR)

• Advanced Cardiac Life Support (ACLS)

• Pediatric Advanced Life Support (PALS) or Pediatric Education for Prehospital Providers (PEPP)

• Emergency Vehicle Operators Course (EVOC)

• Candidate Physical Ability Test card/certification (issued within 12 months of the date of job posting)

o The City will waive physical ability test certification from candidates currently employed as a State of Florida Firefighter and State of Florida Paramedic.

o The City will consider the acceptance of a physical ability test certification from any State of Florida certified firefighter training center within one year of the date of application for employment known as:

Candidate Physical Ability Test – CPAT or Physical Ability Test – PAT.
